SPARK Week held in Oran brought together participants from 50 Algerian higher education institutions around a shared objective: to transform the needs and opportunities of the tourism sector into structured, innovative and impactful European cooperation projects.
The University of Strasbourg hosted a delegation of nine Algerian participants for the second IPTICAR study visit to Strasbourg. The week centred on one core idea: internationalisation cannot simply be decreed, it must be steered, through a clear digital strategy, data-driven governance and a networked way of working. Via the Digital Directorate (DNUM), the delegation followed the full "from need to solution" cycle (specifications, architecture, interoperability, security, GDPR), while the International Relations Directorate (DRI) showed its practical application (managing agreements, projects and mobilities, with tools such as MoveON, ESCI and Smile+). The DPAC directorate and the Pilotage platform illustrated a genuine data culture, indicators, dashboards and decision support. Long-term sustainability rests on a network of business and digital focal points animating a multi-institution community of practice. The 8 July AI Day explored responsible uses of AI. Together, these strands feed one concrete deliverable: a specification for transferable governance tools, chief among them the IPTICAR web app, designed to be taken over by the MESRS after the project ends.
A rollout of internationalization units across the entire territory
This article explores how working in networks enables universities to pool their expertise, enhance quality, develop joint projects, and increase their international visibility. Drawing on the example of European university alliances, it highlights the opportunities available to Algerian universities to establish sustainable cooperation and build a genuine culture of alliance.
Training on Erasmus+ funding plays a strategic role in the internationalisation of Algerian higher education. It enables institutions and project leaders to better understand European funding opportunities, build strong partnerships, and turn cooperation ideas into credible, coherent and fundable projects. The February 2026 application round generated a strong training and support dynamic, covering the entire process from identifying the appropriate call to preparing and submitting applications. With nearly 60 project leaders already seeking support for the February 2027 round, the next objective is to consolidate institutions’ internal capacities and strengthen the role of local units in identifying, monitoring and building on international projects.
Internationalisation is a strategic driver for transforming Algerian universities. It helps strengthen research, modernise academic programmes, improve graduate employability, and develop sustainable academic and socio-economic partnerships. Beyond mobility and cooperation agreements, internationalisation requires a genuine institutional strategy that integrates scientific collaboration, pedagogical innovation, intercultural openness, and student support. When developed in a structured and coherent way, it contributes to building more visible, effective, and internationally connected institutions that remain responsive to local needs and global challenges.
As part of the IPTICAR project, the Institutional Project, Results-Based Management, and the Student’s Personal and Professional Project serve as three complementary levers for building a governance framework that is more coherent, more effective, and resolutely focused on student success.
Within the framework of IPTICAR, quality assurance and internationalization serve as complementary levers to strengthen institutional governance and prepare institutions to meet the challenges of higher education in an increasingly international environment.
