Terms of Use
These terms govern access to and use of the IPTICAR portal (ipticar.dz), the digital platform of the twinning project “Support for strengthening the research and innovation ecosystem”. By creating an account or browsing the site, you accept these terms.

1. Publisher and purpose of the service
The IPTICAR portal is provided under an EU-funded Twinning project for the benefit of the Ministry of Higher Education and Scientific Research (MESRS) of the People's Democratic Republic of Algeria.
The IPTICAR consortium comprises Expertise France (technical lead), Fondazione PIN (Italy) and Spider (Sweden). The platform supports the internationalisation of Algerian higher education and research: dissemination of opportunities, events, resources and editorial content, as well as personal spaces for the academic community and institutional stakeholders.
2. Definitions
In these terms:
- “Platform” or “Service”: the website at https://ipticar.dz and its subdomains, together with the associated API (api.ipticar.dz).
- “User”: any person accessing the Platform, with or without an account.
- “Account”: personal space created after registration and authentication.
- “Content”: texts, images, documents, opportunities, events, articles and any information published on the Platform.
- “Personal data”: any information relating to an identified or identifiable natural person, within the meaning of Regulation (EU) 2016/679 (GDPR) and Algerian Law No. 18-07 on the protection of natural persons in the processing of personal data.
3. Acceptance of the terms
Use of the Platform implies full acceptance of these terms. When registering, you must tick the box relating to the processing of your personal data and, where applicable, agree to receive the newsletter.
If you do not accept these terms, you must not use the Platform or create an Account. Please also read our privacy policy, which details how your data is processed.
4. Eligibility and registration
The Platform is primarily intended for the Algerian and international academic community (teaching and research staff, researchers, PhD candidates, students, administrative staff, socio-economic stakeholders) and authorised institutional teams (RELEX units, moderators, managers).
To create an Account, you must provide accurate, complete and up-to-date information. You agree to use a valid email address and, where relevant, an institutional address. Registration is reserved for persons aged at least 16 or with the consent of a legal representative.
IPTICAR reserves the right to refuse, suspend or delete an Account in the event of manifestly false information, fraudulent use or breach of these terms.
5. User account and security
You are responsible for keeping your credentials confidential and for all activity carried out from your Account. If you suspect unauthorised access, you must notify us promptly at contact@ipticar.dz and change your password.
Authentication relies on an email address and password. Strictly necessary cookies (ipticar_access, ipticar_refresh, ipticar_session) maintain your session securely. See the privacy policy for further details.
6. Services provided
Depending on your profile and role, the Platform may allow you to:
- Browse academic opportunities, events, news and documentary resources;
- Manage your academic and institutional profile;
- Save favourite opportunities;
- Submit support requests (tickets);
- Contribute to content publication (moderators, managers);
- Receive project communications and newsletters if you have consented.
7. Acceptable use
You agree to use the Platform fairly, in line with its purpose and applicable law. The following are prohibited in particular:
- Any attack on the security, integrity or availability of the Service;
- Unauthorised automated data collection (scraping, bots);
- Publishing unlawful, defamatory, discriminatory content or content infringing third-party rights;
- Identity theft or creating multiple accounts for abusive purposes;
- Using the Service for unauthorised commercial purposes or in breach of academic ethics.
8. Content and intellectual property
Editorial content, the graphic charter, IPTICAR logos, partner trademarks and site architecture are protected by intellectual property law. Any unauthorised reproduction is prohibited.
Published opportunities, events and resources may come from third-party sources; IPTICAR endeavours to ensure their relevance but is not responsible for the accuracy of external information or decisions taken on that basis.
By submitting content via the Platform (requests, editorial contributions), you warrant that you hold the necessary rights and grant IPTICAR a non-exclusive, royalty-free licence limited to the project purpose to host, display and distribute that content on the Platform.
9. Communications and newsletter
Newsletter subscription is optional and based on your consent, which you may withdraw at any time via unsubscribe links or by writing to contact@ipticar.dz.
Transactional emails related to your Account (confirmation, password reset, welcome messages) may be sent regardless of newsletter subscription, on the basis of performance of the service contract.
10. Availability and evolution of the Service
IPTICAR uses reasonable means to ensure Platform availability. Interruptions may occur for maintenance, updates or force majeure.
The Service may evolve (new features, interface changes). These terms may be updated; the last updated date is shown at the top of the page. Continued use after changes constitutes acceptance of the new terms.
11. EU funding and notices
This project is funded by the European Union under a twinning programme. EU funding logos and notices must be used in accordance with the funder's guidelines.
The Platform is a support tool; it does not constitute a commitment to funding, selection or validation by MESRS, the European Union or consortium partners.
12. Limitation of liability
To the extent permitted by law, IPTICAR, MESRS and consortium partners shall not be liable for indirect damage, data loss or harm resulting from use or inability to use the Platform.
Links to third-party sites (partner institutions, EU programmes, social networks) are provided for information only; IPTICAR has no control over those sites and disclaims responsibility for their content.
13. Suspension and termination
You may request deletion of your Account at any time by contacting contact@ipticar.dz. Deletion results in erasure or anonymisation of your data in accordance with the privacy policy and legal retention obligations.
IPTICAR may suspend or terminate access in the event of breach of these terms, without prejudice to legal remedies. Provisions on intellectual property, limitation of liability and applicable law survive termination.
14. Governing law and disputes
These terms are governed by Algerian law, without prejudice to mandatory provisions of the General Data Protection Regulation (GDPR) applicable to data subjects in the European Union or where processing falls within the scope of the GDPR.
In the event of a dispute, the parties shall seek an amicable solution. Failing that, competent Algerian courts shall have jurisdiction, subject to mandatory rules on international jurisdiction.
