About IPTICAR

Twinning project supporting Algeria’s research and innovation ecosystem and integration into the European Research Area.

The IPTICAR twinning project is a strategic initiative to transform and modernize Algeria’s National Research and Innovation System (NRIS). Funded by the European Union, it transfers expertise between Algerian institutions and a leading European consortium. It focuses on strengthening research governance, economic valorization of scientific results, and integrating Algerian researchers into the European Research Area (ERA).

Vision
Accelerate Algeria’s transition to a knowledge economy by strengthening innovation capacities, securing intellectual property, and promoting internationally recognized academic excellence. IPTICAR aims to make scientific research a driver of national resilience in the face of energy, health, and digital challenges.
Ambition
Turn research and innovation into a lever for sustainable development by aligning Algerian institutions with European standards and opening access to major EU cooperation programmes.

Strategic objectives (four pillars)

Pillar 1 — Governance and NRIS
Improve steering of research at the Ministry of Higher Education and Scientific Research (MESRS), including creating specialized units in institutions (EESR) to manage international projects and intellectual property.
Pillar 2 — Academic excellence and mobility
Increase academic flows through innovative joint master’s programmes and co-diplomas, with priority themes such as food and energy security, health, cybersecurity, international management, and green hydrogen.
Pillar 3 — Integration in EU programmes
Strengthen Algerian participation in programmes such as Horizon Europe, PRIMA, and COST by consolidating the network of National Contact Points (NCPs) and a dedicated platform.
Pillar 4 — Scientific cooperation and innovation
Support laboratories and innovation centres in raising technology readiness levels (TRL) and in transferring results to the socio-economic sector.

The project is implemented through multilateral cooperation between Algeria and Europe.
