The IPTICAR project and its role

What is the IPTICAR project, exactly?

IPTICAR is an institutional twinning project entitled “Support for strengthening the capacities of the research and innovation ecosystem”. Funded by the European Union, it brings together MESRS (Algeria) and a European consortium made up of Expertise France, Fondazione PIN (Italy), and Spider (Sweden). Its aim is to bring Algerian research closer to the European Research Area (ERA).

Who are IPTICAR services intended for?

Primarily teacher–researchers, doctoral candidates, research centre managers, technology transfer office staff (Blue/CATI), and Algerian National Contact Points (NCPs).

Does IPTICAR directly fund research projects?

No. IPTICAR is a technical assistance project. It does not award direct grants, but it provides expertise, training, and tools to help Algerian researchers access international funding such as Horizon Europe or Erasmus+.

Participation in Horizon Europe

Is Algeria eligible for Horizon Europe funding?

Yes. Algeria is treated as an eligible third country (low- to middle-income). In practice, Algerian entities (universities, research centres, companies) can receive EU grants on the same basis as Member States for the vast majority of calls.

Can an Algerian researcher coordinate a European consortium?

In principle, yes. However, because of administrative complexity, partners from Algeria are often advised to start as consortium beneficiaries before taking the lead on very large projects.

Which themes are priorities for Algeria–EU cooperation?

The “Global Challenges” pillar is especially relevant, including health (infectious diseases, public health), climate, energy and mobility (renewables, green hydrogen), and food, bioeconomy and natural resources (resilient agriculture, water management).

Scholarships and mobility (MSCA and Erasmus+)

What is the MSCA (Marie Skłodowska-Curie Actions) programme?

It is the EU’s main programme for researcher mobility and training. Algerian researchers can apply for postdoctoral fellowships (mobility to Europe) or join doctoral networks (international doctoral training networks).

How can I take part in a study visit through IPTICAR?

Study visits are organized under the twinning activities for specific audiences (MESRS staff, laboratory managers, etc.) to exchange good practices with partner institutions in France, Italy, or Sweden.

Practical and administrative aspects

What is a PIC and how do I obtain one?

The Participant Identification Code (PIC) is a unique nine-digit identifier required for submissions on the Funding and Tenders Portal. Most large Algerian universities already have a PIC. Before creating a new one, check the directory on the IPTICAR platform (link to follow when the workspace is ready).

How can I find a reliable European partner?

The IPTICAR platform provides access to the EU’s official partner search tools. We also recommend CORDIS to see who has already received funding, and IPTICAR consortium experts for targeted introductions.

What is the role of National Contact Points (NCPs) in Algeria?

Appointed by MESRS, NCPs are your main contacts by theme (health, energy, etc.). They disseminate calls and provide tailored advice. IPTICAR works closely with them to increase their impact.
